‘Kim Jong-un must be taken to International Criminal Court’

Calls are mounting for the international community to take North Korean leader Kim Jong-un to the International Criminal Court (ICC) after the assassination of Kim Jong-nam, his estranged half-brother, in Malaysia last week. 지난 주 말레이시아에서 북한지도자 김정은의 이복형인 김정남이 암살된 후 김정은을 국제형사 법정에 회부하자는 국제공동체의목소리가커지고있다.
Groups of anti-Pyongyang activists, including North Korean defectors, and legal experts claim that the murder defies the U.N. General Assembly’s resolutions on Pyongyang’s dire human rights record and that Kim Jong-un must be punished accordingly.
탈북자들을 포함해 반(反)북한 활동가 단체들과 법률 전문가들은 이 암살이 북한의암울한인권기록에관한 유엔총회결의안을위반하는 것이므로김정은은처벌을받아야한다고주장하고있다. Although it did not explicitly mention Kim, the General Assembly asked the U.N. Security Council to refer the North Korean leadership to the ICC for human rights abuses in its annual resolutions from 2014 to 2016.
유엔총회는 김정은을 분명하게 언급하지는 않았지만, 2014년부터 2016년까지 연례결의안에서 북한 지도부를 인권 탄압으로국제형사법정에회부하라고 유엔안보이사회에요청했다. “We’ll urge the ICC to consider prosecuting Kim Jongun once again on the occasion of Kim Jong-nam’s death,” said Kang Cheolhwan, a defector-turned activist who leads the North Korean Strategy Center in Seoul, Wednesday.
서울에서 북한전략센터를 운영하고 있는탈북자 출신 인권 운동가인 강철환 씨는수요일“김정남의사망을계기로다시한번김정은을 고발하라고 국제 형사 법정에 촉구할것”이라고말했다.
Referring to North Korean suspects in connection with Kim Jong-nam’s murder, Kang said, “Kim Jong-nam should be seen as a symbolic victim of Pyongyang’s state-sponsored crimes against humanity.” 강씨는 김정남 살해와 연관된북한용의 자들을 언급하면서“김정남은 북한 배후의반인륜적은범죄의상징적인희생자로다루어져야한다”고 밝혔다.
Other anti-Pyongyang groups, such as NK Watch and North Korea, said they recently visited the ICC in The Hague, the Netherlands and requested prosecution of Kim Jong-un.
NK Watch and North Korea와 같은다른 반(反)북 단체들은 최근에 네덜란드헤이그에 있는 국제 형사 법정을 방문해 김정은 기소를 요청했다고 말했다.
Chang Yong-seok, a senior researcher at the Institute for Peace and Unification Studies at Seoul National University, raised the possibility of the UNSC discussing the referral of Kim Jong-un to the ICC and also issues on North Korea’s eligibility as a U.N. member.
서울대학 평화통일연구원의 장영석 선임연구원은 유엔 안보리가 김정은에 대한 국제형사 법정에 회부와 북한의 유엔 회원국자격문제를논의할가능성을제기했다.
“If North Korea is confirmed to be responsible for Kim Jong-nam’s death, then its human rights issues are likely to be highlighted more than its acts of terrorism because it killed its own citizen in a third country,” Chang said.
