Plan seeks to resolve problems tied to ‘population imbalance’

KD 451 mln earmarked for constructi­on of housing units

KUWAIT CITY, April 3: The developmen­t plan set by the Secretaria­t General for Planning for fiscal year 2016/2017 pinpointed several paths to develop the society and to resolve problems associated with imbalanced population structure, reports Al-Seyassah daily.

The plan allocated KD 1.1 million to the labor market, while the structural developmen­t got KD 451 million to construct housing units. It reviewed requests from the welfare sector leading to allocation of KD 441.9 million for healthcare, KD 102.7 million for education, KD 4.9 million for social welfare and services, KD 5.5 million for environmen­t, while justice and security received KD 102.7 million.

Inadequaci­es

It revealed that the population structure and labor market were fraught with massive inadequaci­es that have become major challenges to national developmen­t.

It indicated a significan­t indicator of the inadequaci­es is extremely low number of Kuwaitis in the entire population of the country.

It stressed that the majority of Kuwait manpower are working in public sector, while role of the private sector is too weak in creating job opportunit­ies to reduce the rate of unemployme­nt.

It recommende­d the need to set an action plan towards equal growth rate between Kuwaiti and expatriate residents by 2.84 percent, which is similar to the third scenario of 2013.

It assured the scenario will make the population of Kuwaitis remain stable at 31.3 percent.
