PAYA to begin dissolving sports federation­s’ boards of directors

KUWAIT CITY, July 12: The new Sports Law No 34 of 2016 shall be published in the official gazette the ‘Kuwait Alyoum’ on Thursday, reports Al-Rai daily.

The new law carries some amendments to the provisions of Decree No 42 of 1978 concerning sports bodies. The amendments will come into effect from the day of publicatio­n in the official gazette.

Once this law comes into effect, the Public Authority for Youth Affairs (PAYA) will begin dissolving the boards of directors of sports federation­s, including the Kuwait Football Associatio­n, headed by Sheikh Talal Al-Fahd because the elections were based on the statute derived from the laws that have been cancelled.

The law states, “No one is allowed to be a member of more than one board of directors in a club or federation, the Olympic Committee or the Public Authority for Sports.

If this happens, a member is given a grace period of 10 days to decide and in case of failure to do so within this period, it will be considered as he has chosen the recent post and resigned from membership of previous organizati­ons.

The law also gives the general assembly or the concerned minister the authority to dissolve the board of directors of a club. This will be done through a causative decision, followed by the formation of an interim committee which will take over the board’s powers in line with the statute for a renewable period of six months.

The dissolutio­n happens if the board violates any of the provisions of this bill, the club’s statute or resolution­s, memos or bylaws of the Public Authority for Youth and Sports. This decision is also taken if it is deemed beneficial to the club and its members.

Also, a sports dispute between a club and the relevant federation should be referred to the Olympic Committee. After announcing the committee’s decision, each party will be given 15 days to appeal.

A dispute between a sports federation and the Olympic Committee must be referred to the competent minister whose decision is final and can be challenged only in a court of law.

Minister of Justice, Awqaf and Islamic Affairs Yacoub Al-Sane issued a decision on the reshufflin­g of several directors in the Justice Ministry, reports Al-Anba daily quoting sources.

Sources disclosed those covered by the decision include Judicial Fees Department Director Mohamed Al-Roomi who was transferre­d to the Citizens Service Department, replacing Khalid Al-Kandari who will now serve as director of the Lawful Authentica­tions Department.

The Kuwait Red Crescent Society (KRCS) on Tuesday announced distributi­ng relief aid among 250 Syrian refugee families in Dhar Al-Ahmar town, West Bekaa, East Lebanon.

Each family was offered food packages and cleaning materials enough for five people for a whole month, head of the KRCS field team Yusuf Al-Najjar told KUNA.

He hoped that the aid would help alleviate the sufferings of the refuges engulfed by harsh conditions.

Al-Najjar reiterated KRCS’s commitment to carrying on with support to the refugees.
