MPs ‘propose’ disaster center
KUWAIT CITY, April 5: MPs Adnan Abdul-Samad and Khalil Aboul have presented a proposal for the formation of the National Center for Disasters and Crises Management and Response.
According to the MPs this proposal was necessitated by the absence of a regulatory administrative body to manage disasters and crises.
In support of their proposal they cited Article 25 of the Kuwaiti Constitution which states ‘The State shall ensure the solidarity of society in shouldering burdens resulting from public disasters and calamities, and provide compensation for war damages or injuries received by any person as a result of the discharge of his military duties’.
Since it is imperative to protect the country and citizens from any disaster or crisis, an efficient permanent competent entity should be set up to prevent and/or protect the country from disasters and crises that may occur.
They proposed the establishment of a National Center for Disasters and Crises Management and Response which should be under National Security Apparatus and specialized in carrying out tasks such as:
