‘28 official bodies in 173 violations referred to DT’
SAB facing challenges: Al-Askar
KUWAIT CITY, April 16: Director of the Legal Affairs Department and acting Director of Violations Department at the State Audit Bureau Adnan AlAskar said 173 violations by 28 official bodies have been referred to the Disciplinary Tribunal (DT), pointing out that sentences have been imposed on 10 of them including two dismissal decisions, reports Al-Jareda daily.
Al-Askar revealed the two dismissal decisions were issued against an officer in charge at Touritic Enterprises Company and the other in NKBC. He affirmed the bureau is currently studying 417 violations and the relevant decisions will be taken soon.
He also praised the role of the 2013 Parliament and the Budget and Final Account Committee in the issuance of Law No. 9/2015 that enforced the Fourth Chapter of the decree on establishing the bureau.
He admitted the bureau is facing several challenges including some official bodies’ violation of Articles 54 and 55 of State Audit Bureau Law No. 30/1964 citing failure to inform the bureau about violations in these institutions. He went on to say some official bodies have delayed investigating violations requested by the bureau, resulting in the disappearance of evidence and failure to guide inspectors towards the truth.
He asserted the bureau refers cases to the concerned authority only if the decision taken does not match the violation. He explained that as a monitoring authority, the bureau refers such issues to the Disciplinary Tribunal which takes the necessary decision after listening to the statements of the accused. He clarified the retirees are not exempted from being referred to the Disciplinary Tribunal if proven they committed violations while they were in service according to Article 72 of the decree on establishing the bureau.
