Info minister launches Kuwait TV Descriptive Video Service
‘Kuwait’s ACAC presidency to up Arab co-op’
KUWAIT CITY, May 10, (KUNA): Minister of Information Mohammad Al-Jabri opened on Wednesday Kuwait TV (KTV) Descriptive Video Service (DVS) intended primarily to the visually impaired people.
The service marks another quantum leap in the chain of successes of KTV by national cadres, he said in a press release received by KUNA after he visited the shooting site of the KTV 3D soiree “Masrah Al-Jarima” (crime scene).
“Realizing its role in cultural enlightenment, KTV is introducing the DVS to serve the visually impaired who are a dear segment of the society,” Al-Jabri, also minister of state for youth affairs, said.
“This achievement falls in the framework of an ambitious plan, set by the Ministry of Information, to modernize the KTV channels and suit the tastes of all audience,” the minister went on.
On his part, Eng. Abdul-Aziz Al-Janahi, advisor to the minister, said the 3D soiree “Masrah Al-Jarima” is KTV’s first performance applying the DVS technique.
“The coming stage will see the official introduction of the service to the digital transmission and control systems,” he added.
The DVS, also referred to as audio description, video description, or more precisely visual description, consists of a narrator talking through the presentation of what is happening on the screen or stage.
It was first offered by the American Council of the Blind (ACB) in early 2009, followed by the BBC in August 2009.
Meanwhile, Kuwait’s chairing of Arab Civil Aviation Commission (ACAC) will be in favor of Arab cooperation in the fields of transport and aviation, head of Kuwait’s Directorate General of Civil Aviation (DGCA) Sheikh Salman Al-Humoud Al-Sabah said on Wednesday.
Speaking before the 24th session of the general assembly of the Executive Board of the ACAC, Sheikh Salman Al-Humoud stressed Kuwait’s keenness on promoting cooperation with ACAC member states and developing civil aviation system in the Arab region.
This aims to keep pace with the latest developments and overcome challenges caused by continued growing of air transport of Arab countries across the globe, he explained.
He called for making collective efforts to develop Arab civil aviation, stressing its utmost importance in social and economic development of ACAC member states and the entire region.
He noted that fruitful cooperation amongst member states in this field will be welcomed by their peoples and will highlight the importance of the Arab region, which is located at crossroads of the world.
He affirmed the utmost significance of cooperation amongst civil aviation authorities of Arab countries in promoting sharing technical expertise in order to upgrade general performance of these authorities.
Kuwait is taking part in the ACAC’s meetings with a delegation led by Sheikh Salman Al-Humoud.
The meetings discuss several dossiers on air transport, navigation, aviation safety, aviation security, self-financing policy and action plans of ACAC for 2019-202.
