Kuwait parliamentary delegation to visit France
Panel OKs MP’s proposal to abolish CSRSIR

KUWAIT CITY, June 18: A delegation from the parliamentary Legislative and Legal Affairs Committee headed by MPs Mohammed Al-Dalaal and Khaled Al-Shatti will be on official visit to France from June 19-22, 2018.
In a press statement, Al-Dalaal explained this visit is within the framework of legislative cooperation between the parliaments of the two countries, as well as the committee’s keenness to strength relations between the Kuwaiti legislature and one of the most prominent parliaments in the world.
He revealed the delegation will look into the legislative experience of the French Parliament, its internal regulations, administrative process and relevant committees in a bid to form a comprehensive structure that the Kuwaiti legislature can use as basis the development of its functions.
Furthermore, the Legislative and Legal Affairs Committee recently approved the proposal of MP Nasser Al-Dosari to abolish the Central System for Remedying the Status of Illegal Residents (CSRSIR) and replace it with a higher committee under the Ministry of Interior.
Al-Dosari extended gratitude to the committee for quickly approving his proposal; noting that since the establishment of CSRSIR in 2010, the agency has not achieved the objectives set forth in the decree of its establishment and it continues to cost the country without any result. “It became a blunder rather than a solution,” the MP asserted.
He further clarified that the abolition is in line with the current State policies; indicating that prior to CSRSIR’s establishment, its functions were carried out by an executive unit in the Interior Ministry. Therefore, his proposal simply reverts back to the time when Decree number 58 of the year 1996 was enacted – before the issuance of Decree number 467 of the year 2010 on the establishment of CSRSIR.
As the proposal is now in the hands of the Interior and Defense committee, Al-Dosiri urged the committee to submit its report immediately for his proposal to be on fast track to the National Assembly, especially since the Legislative and Legal Affairs Committee has confirmed its constitutionality.
