As we mentioned earlier, His Highness the Prime Minister intends to have a look at the status of a number of institutions and councils and do away with some of them or relieve those who are in charge of them.
And as a contribution from us in this effort, we put at his disposal, other samples.
The number of companies and government agencies that use external ‘help’ to perform some specific services or tasks on their behalf instead of carrying out these tasks themselves, is increasing day by day, and in English this is called ‘outsourcing’.
This so-called outsourcing has become a major trend in the human resources management over the past few decades, such as hiring a specialized security company or a cleaning company or an audit company to do the work on an annual basis. This outsourcing usually costs less and the quality of work is better, but in Kuwait ‘outsourcing’ has become a (out)source of mockery and confusion.
For example, the Holy Qur’an Printing Authority was created to print the holy book locally and then distribute it, but those who, for reasons which are wellknown, did not print a single copy of the Holy Qur’an for ten years. After pressure was put on this authority, it sought the help of an outsourcing and commissioned printing presses in UAE to print 70,000 copies on its behalf while the venerable authority retained the name.
A body in the Food Authority issued a “quick alert” banning the consumption of a “healthy honey” product because it contains Tadalafil (Tadalafil, sold under the brand name Cialis among others, is a medication used to treat erectile dysfunction, benign prostatic hyperplasia, and pulmonary arterial hypertension.
It is a tablet taken by mouth. Onset is typically within half an hour and the duration is up to 36 hours since it is considered as a sex stimulant. A month after the alert was issued; another administrator within the same sector activated the alert.
The funny thing is that the warning book mentioned that it was the food authorities in Saudi Arabia which discovered the material, and thus this is considered a kind of outsourcing services.
In the Al-Zahra area, there is a villa whose value is no less than 650,000 dinars which is used for three or four days a year for the purpose of sighting the Ramadan Crescent – the lunar phase in the first quarter.
Since we seek the help of and follow up on what is issued by the Kingdom’s authorities with regard to determining the Crescent during Ramadan and the rest of the months, this is considered a kind of outsourcing, so what is the purpose of renting this villa, as long as the Moon Sighting Committee has assigned another party, even if it is in an informal manner, to do a mission on its behalf, the only one entrusted to it.
