CSC manages to implement ‘Kuwaitization’ in 13 sectors

Rates of replacement of expats exceed 95pc in nine sectors

KUWAIT CITY, Sept 12: The Civil Service Commission (CSC) has succeeded in achieving remarkable progress in replacing expatriates with Kuwaiti citizens in many jobs within the government sector, reports Al-Qabas daily.

According to a report issued by CSC, the Kuwaitization policy has been implemented in 13 sectors out of 16 that were targeted since 2017 for a period of five years.

The rates of replacement of expatriates with Kuwaiti workers exceeded 95 percent in nine sectors, in addition to the completion of the replacement plan in five sectors.

The total percentage of Kuwaitis in the government sector has reached 79 percent, compared to the 21 percent of expatriates excluding the military.

The total number of citizens reached 297,335 compared to 77,421 expatriates, out of which 34,375 are working in the health sector, 24,184 are in teaching, education and training jobs, and 7,817 are in services.

Starting with the teaching, education and training jobs, the relevant government agencies increased the percentage of Kuwaiti workers in this sector until May to 73 percent, even though the percentage set in 2017 for a period of five years was 70 percent.

The percentage of Kuwaitis in financial, economic and commercial jobs has also exceeded the specified percentage by 95 percent, as it has reached 96 percent of the total employees in government agencies.

The goal of replacement within the livestock, agricultural and aquaculture jobs sector has been achieved at an estimated rate of 79 percent.

Government agencies working in the field of forensic evidence, prevention and rescue jobs were able to fill 98 percent of the total jobs therein with Kuwaitis, thereby achieving the desired goal during the years in which the replacement plan was launched.

Marine jobs, and jobs related to

development, follow-up, management and statistics have also achieved high rates of replacement, reaching 98 percent and 97 percent respectively. However, the target to be reached is 100 percent for the jobs available within the entities operating in these activities.

The jobs related to literature, media, arts, public relations, information systems and technology have also increased, with percentages reaching 97 percent even though a replacement

rate of 100 percent is expected.

In addition, Kuwaitization rates for jobs related to social, educational and sports services rose to 95 percent during the past three years.

Within two years, Kuwaitization of administrative support jobs is expected to reach 97 - 100 percent from the current rate of 98 percent.

There is a plan to increase the rate of replacement of engineering jobs to 97 percent, and so far, only 2 percent remain to reach this required rate.

The services jobs sector witnessed 51 percent replacement, with 49 percent of the jobs available for expatriate workers. The plan was set for 85 percent for Kuwaitis, and 34 percent remains to be accomplished within two years.

In the scientific sector, a replacement rate of 10 percent remains to reach the target of 95 percent. Meanwhile, the replacement rate for professional jobs has reached 64 percent and is expected to reach 80 percent.
