CSC man­ages to im­ple­ment ‘Kuwait­i­za­tion’ in 13 sec­tors

Rates of re­place­ment of ex­pats ex­ceed 95pc in nine sec­tors

KUWAIT CITY, Sept 12: The Civil Ser­vice Com­mis­sion (CSC) has suc­ceeded in achiev­ing re­mark­able progress in re­plac­ing ex­pa­tri­ates with Kuwaiti cit­i­zens in many jobs within the gov­ern­ment sec­tor, re­ports Al-Qabas daily.

Ac­cord­ing to a re­port is­sued by CSC, the Kuwait­i­za­tion pol­icy has been im­ple­mented in 13 sec­tors out of 16 that were tar­geted since 2017 for a pe­riod of five years.

The rates of re­place­ment of ex­pa­tri­ates with Kuwaiti work­ers ex­ceeded 95 per­cent in nine sec­tors, in ad­di­tion to the com­ple­tion of the re­place­ment plan in five sec­tors.

The to­tal per­cent­age of Kuwaitis in the gov­ern­ment sec­tor has reached 79 per­cent, com­pared to the 21 per­cent of ex­pa­tri­ates ex­clud­ing the mil­i­tary.


The to­tal num­ber of cit­i­zens reached 297,335 com­pared to 77,421 ex­pa­tri­ates, out of which 34,375 are work­ing in the health sec­tor, 24,184 are in teach­ing, ed­u­ca­tion and train­ing jobs, and 7,817 are in ser­vices.

Start­ing with the teach­ing, ed­u­ca­tion and train­ing jobs, the rel­e­vant gov­ern­ment agen­cies in­creased the per­cent­age of Kuwaiti work­ers in this sec­tor un­til May to 73 per­cent, even though the per­cent­age set in 2017 for a pe­riod of five years was 70 per­cent.

The per­cent­age of Kuwaitis in fi­nan­cial, eco­nomic and com­mer­cial jobs has also ex­ceeded the spec­i­fied per­cent­age by 95 per­cent, as it has reached 96 per­cent of the to­tal em­ploy­ees in gov­ern­ment agen­cies.

The goal of re­place­ment within the live­stock, agri­cul­tural and aqua­cul­ture jobs sec­tor has been achieved at an es­ti­mated rate of 79 per­cent.

Gov­ern­ment agen­cies work­ing in the field of foren­sic ev­i­dence, preven­tion and res­cue jobs were able to fill 98 per­cent of the to­tal jobs therein with Kuwaitis, thereby achiev­ing the de­sired goal dur­ing the years in which the re­place­ment plan was launched.

Ma­rine jobs, and jobs re­lated to

devel­op­ment, fol­low-up, man­age­ment and statis­tics have also achieved high rates of re­place­ment, reach­ing 98 per­cent and 97 per­cent re­spec­tively. How­ever, the tar­get to be reached is 100 per­cent for the jobs avail­able within the en­ti­ties op­er­at­ing in these ac­tiv­i­ties.

The jobs re­lated to lit­er­a­ture, me­dia, arts, pub­lic re­la­tions, in­for­ma­tion sys­tems and tech­nol­ogy have also in­creased, with per­cent­ages reach­ing 97 per­cent even though a re­place­ment

rate of 100 per­cent is ex­pected.

In ad­di­tion, Kuwait­i­za­tion rates for jobs re­lated to so­cial, ed­u­ca­tional and sports ser­vices rose to 95 per­cent dur­ing the past three years.

Within two years, Kuwait­i­za­tion of ad­min­is­tra­tive sup­port jobs is ex­pected to reach 97 - 100 per­cent from the cur­rent rate of 98 per­cent.

There is a plan to in­crease the rate of re­place­ment of engi­neer­ing jobs to 97 per­cent, and so far, only 2 per­cent remain to reach this re­quired rate.

The ser­vices jobs sec­tor wit­nessed 51 per­cent re­place­ment, with 49 per­cent of the jobs avail­able for ex­pa­tri­ate work­ers. The plan was set for 85 per­cent for Kuwaitis, and 34 per­cent re­mains to be ac­com­plished within two years.

In the sci­en­tific sec­tor, a re­place­ment rate of 10 per­cent re­mains to reach the tar­get of 95 per­cent. Mean­while, the re­place­ment rate for pro­fes­sional jobs has reached 64 per­cent and is ex­pected to reach 80 per­cent.
