Serving prison time at home
Tampering with ‘bracelets’ ... back to cell
KUWAIT CITY, Sept 8: Major-General Talal Marafie Assistant Undersecretary at the Ministry of Interior said tracking bracelets project for monitoring the movement of convicts was launched by the Ministry of Interior – for prisoners, who are sentenced to less than 3 years in prison, reports Al-Anba daily.
The tracking bracelet will allow the convict to move in his house and the movement will be monitored roundthe-clock. The convict (he/she) must remain committed to the permissible limits around his/her residence and will not be permitted to move outside the range, the personal phone of the convict must remain switched ‘on’ round the clock. If the convict is ill, a call must be made to the operations room and take approval to go to the inmates/prisoners hospital, after that the convict has to return back to the residence – the movement from the home to hospital and back will be monitored with the help of the tracking device.
Installed
Meanwhile, the Al-Rai daily said, no jamming device should be installed within the area of the residence and the inmate must give a commitment not to tamper with the tracking bracelet either by trying to remove or damage it. If so, additional cases will be filed against him/her and will be sent to the prison cell again.
The convict can be visited anytime by anyone at his residence. This project has been implemented on humanitarian grounds to achieve rehabilitation goals and help the convict to rejoin the society as normal human being.
To benefit from this project, the convict must submit a request to the prison administration along with the approval from residence members where the Public Prosecution has to agree to grant the remaining sentence of the convict to be served inside his home wearing a tracking bracelet in accordance to conditions and regulations set by the Interior Ministry.
