Contrary to the governmental tradition, the committee has not been instructed to specify a target percentage for modifying the demographic structure, as the government had previously indicated about the tendency to amend it to become 70 percent of citizens and 30 percent of residents.

In its first meeting, the committee developed a road map for the participating parties consisting of 6 visions, which must be determined during the committee’s work to determine the appropriate structure based on the reality and the target.
