‘There is no categoriza­tion of political issues in laws’

KUWAIT CITY, April 26: The Attorney General, Counselor Dirar Al-Asousi said there is no classifica­tion of cases in the penal laws or any other laws especially the socalled opinion cases, tweeters or politician­s, reports Al-Qabas daily.

Counselor Al-Asousi described the parliament­ary question directed to the Minister of Justice and submitted by MP Thamer Al-Dhafiri about the number of convicted tweeters, opinion-holders and politician­s, the number of years in prison and financial fines slapped against them since the implementa­tion public meetings and gatherings, the Law of Publicatio­ns and Publishing laws, and the Law on Combating Informatio­n Technology Crimes, the question is characteri­zed by ‘ignorance’ and not compatible with any objective, temporal or statistica­l control.

The response to the parliament­ary question – a copy of which has been obtained by AlQabas – clarified that the criminal statistics are not based on a personal basis, and therefore they do not know the classifica­tion of the convicted person according to them being tweeters, opinion-holders or politician­s.

In addition, the decree-law and the two mentioned laws have their own provisions were applied in 1979, 2006 and 2015 respective­ly, which means that its provisions are applied on a number of facts. The response indicated that the laws referred to in the parliament­ary question are all criminal and not political.

The legislator intended to regulate the right of assembly based on what is published by newspapers and informatio­n technology means in general.
