MoSA introduces e-services for social assistance applicatio­ns

Light shed on who qualifies and how to apply

KUWAIT CITY, April 17: The Family Welfare Department in the Ministry of Social Affairs has allowed the opening of social assistance file for eligible groups through the ministry’s electronic services, reports Al-Anba daily.

Following are the conditions for the abovementi­oned procedure as per the Social Assistance Law and relevant regulation­s:

■ Kuwaiti nationalit­y.

■ Should be in the country when submitting the social assistance request except those studying abroad.

■ No commercial licenses registered under the name of the beneficiar­y or individual­s covered by the social assistance.

■ Income should not be more than the value of the prescribed social assistance.

■ Not registered in the Public Authority for Manpower as the owner of a file, a partner in a file, an authorized signatory or one of the individual­s covered by the social assistance.

■ Married women should be at least 55 years old.

■ Divorced women shall be eligible at the end of the legal waiting period for marriage. The addition of children is possible only if custody and alimony rulings are issued. The woman’s share in the Public Institutio­n for Social Security (PIFSS) from her father is settled if the father is deceased. All children covered by the social assistance must study once they reach the compulsory education age.

■ Women married to non-Kuwaitis should have children, and that the husband is unable to earn and work according to the medical examinatio­n form approved by the Medical Council.

■ Widows should not have remarried, with their share of the deceased husband’s salary and from the father (if deceased) are settled. All children covered by the assistance must study once they reach the compulsory education age.

■ Unmarried women must be 35 years old if their father is alive or 18 years old if their father is dead. Their share from their father is settled from PIFSS once they reach 18 years old and if their father is dead.

■ For orphans, the father is deceased and their share from the father is settled. All children covered by the assistance must study upon reaching the compulsory education age.

■ For those 60 years old and above, the social assistance is for single women (divorced, widowed or unmarried) and men above 60 years old.

■ For those in foster care, they are required to obtain a certificat­e from the Family Nursery Department at the Ministry of Social Affairs.

■ For those studying in the country, they should be married and not more than 26 years old on the date of applying for assistance. It should be ensured that their share from their father is settled if the latter is deceased. All children covered by the assistance must study upon reaching the compulsory education age and that they do not receive any social incentive. After high school, they should enroll at Kuwait University or the Public Authority for Applied Education and Training (PAAET) or private universiti­es accredited by the Ministry of Higher Education.

■ For those studying abroad, they must be married, shoulder their own education expenses, and that their share from the father is settled if the latter is deceased. They must not be above 26 years old on the date of applicatio­n. All children covered by the assistance must study upon reaching the compulsory education age. After high school, they must be enrolled in a university or college accredited by the cultural attaché.

■ For the families of prisoners, the head of the family should be a Kuwaiti serving time at the Central Prison. All children covered by the assistance must study upon reaching the compulsory education age.

■ For those released from prison, they must present a certificat­e the Bashaer Al-Khair Associatio­n or a medical care form. All children covered by the assistance must study upon reaching the compulsory education age.

■ For those who are sick, the women must be unmarried and 18 years old or older. They must present a medical examinatio­n form from the social unit proving the inability to earn and work. The form should be approved by the Medical Council. It should be ensured that their share from the father, if deceased, is settled. All children covered by the assistance must study upon reaching the compulsory education age.

■ In case of financial disability (adult), he must be at least 40 years old and registered at the Civil Service Commission. He must not have caused the loss of his source of income. All children covered by the assistance must study upon reaching the compulsory education age.
