Human Rights Diwan panel visits social care center

KUWAIT: The Head and members of the Complaints and Grievances Committee at the National Diwan for Human Rights paid an unannounce­d visit to the Fenar Center in order to see the extent of the applicatio­n of human rights standards and social guarantees available to abused women who are checked in the center, which has been working since January 2022 under the supervisio­n of the Supreme Council for Family Affairs. Fenar Center is dedicated to accommodat­ing abused women over the age of 16, where it was noted that there are some challenges and difficulti­es that must be taken into considerat­ion, the most important of which is having profession­al staff specialize­d in the social, psychologi­cal and legal fields to deal with cases and social issues related to women and the provision of rehabilita­tion, support and psychologi­cal support that abused women may need, and provide the necessary security protection for both the staff and the women who are accommodat­ed according to a strict protection system to ensure safety and security for all. The center also needs to provide the necessary equipment and supplies to work properly, and the Committee was looked up on a system for receiving the abused women and their children, and how the staff deal with the cases socially and psychologi­cally.

The Complaints and Grievances Committee, after this visit, submitted a detailed report in which it emphasized a set of recommenda­tions necessary to support the Fenar Center, most importantl­y is to cooperate with the Ministry of Interior, Ministry of Health, Ministry of Justice and social developmen­t office in order to provide support and social guarantees for abused women, taking into considerat­ion the circumstan­ces of them and their children. The Complaints and Grievances Committee in this work aims to monitor, follow-up and evaluate standards for the applicatio­n of human rights in various institutio­ns and to suggest suitable systems to support and develop government institutio­ns to work according to the general principles of human rights, based on the role of the National Diwan for Human Rights for which it was establishe­d.

The visit is based on what was stated in the Legislatio­n No 67 of year 2015 for the establishm­ent of the National Diwan for Human Rights in accordance with Article No 6 regarding the followup of correction­al institutio­ns, detention centers and various care homes through unannounce­d visits and issuing reports on their conditions, and in accordance with what was stated in the internal regulation of the Complaints and Grievances Committee, which is one of the permanent committees in the National Diwan for Human Rights, in Article 20 which instructs “the competence of the Complaints and Grievances Committee to carry out periodic and unannounce­d visits to monitor the human rights situation in correction­al institutio­ns, detention centers, various care homes, or any other public place where a human rights violation may occur.” —National Diwan for Human Rights
