LDz an­nounces pro­cure­ment for first stage of rail­way elec­tri­fi­ca­tion project

As part of Lat­vian rail­way elec­tri­fi­ca­tion project, a talk pro­ce­dure was an­nounced 10 Au­gust. Con­di­tions for par­tic­i­pa­tion were pub­lished along with this an­nounce­ment. Con­struc­tion of the first line of rail­way elec­tri­fi­ca­tion will be part of the first stage of the pro­cure­ment, as re­ported by Latvi­jas dzelzceļš rep­re­sen­ta­tive Ieva Kārk­liņa.

Con­tenders can sub­mit their doc­u­ments be­fore 20 Septem­ber 2018. De­tails of the pro­cure­ment project can be ac­cessed from LDz web­site, Pro­cure­ment Mon­i­tor­ing Bureau and Euro­pean Union’s Of­fi­cial Jour­nal.

To­tal costs of the first stage of rail­way elec­tri­fi­ca­tion are es­ti­mated around EUR 441 mil­lion. EUR 347 mil­lion will be pro­vided as co-fi­nanc­ing from the EU Co­he­sion Fund. The re­main­ing EUR 94 mil­lion will be pro­vided by Latvi­jas dzelzceļš.

As part of the elec­tri­fi­ca­tion project, it is planned to elec­trify the fol­low­ing rail­way lines by 2023: Dau­gavpils–Krust­pils, Rezekne– Krust­pils and Krust­pils–Riga.

On 29 March 2018, LDz re­ceived the re­port from the Cen­tral Fi­nance and Con­tract­ing Agency, which de­cided to sup­port the project and sub­mit it to Fi­nance Min­istry and Euro­pean Com­mis­sion for ap­proval. LDz has re­ceived the fi­nal re­port from ex­perts of Joint As­sis­tance to Sup­port Pro­jects in Euro­pean Re­gions. Be­fore the project’s sub­mis­sion to the Euro­pean Com­mis­sion, it needs to be re­viewed by EC JASPERS In­de­pen­dent Qual­ity Re­view ex­pert.

At the same time, a loan pro­vi­sion pro­ce­dure has com­menced with Euro­pean In­vest­ment Bank to pro­vide LDz with co-fi­nanc­ing.
