As part of Latvian railway electrification project, a talk procedure was announced 10 August. Conditions for participation were published along with this announcement. Construction of the first line of railway electrification will be part of the first stage of the procurement, as reported by Latvijas dzelzceļš representative Ieva Kārkliņa.
Contenders can submit their documents before 20 September 2018. Details of the procurement project can be accessed from LDz website, Procurement Monitoring Bureau and European Union’s Official Journal.
Total costs of the first stage of railway electrification are estimated around EUR 441 million. EUR 347 million will be provided as co-financing from the EU Cohesion Fund. The remaining EUR 94 million will be provided by Latvijas dzelzceļš.
As part of the electrification project, it is planned to electrify the following railway lines by 2023: Daugavpils–Krustpils, Rezekne– Krustpils and Krustpils–Riga.
On 29 March 2018, LDz received the report from the Central Finance and Contracting Agency, which decided to support the project and submit it to Finance Ministry and European Commission for approval. LDz has received the final report from experts of Joint Assistance to Support Projects in European Regions. Before the project’s submission to the European Commission, it needs to be reviewed by EC JASPERS Independent Quality Review expert.
At the same time, a loan provision procedure has commenced with European Investment Bank to provide LDz with co-financing.
