De­tailed re­vi­sion of all sec­tors’ ex­pen­di­ture planed

There is a plan to carry out a de­tailed re­vi­sion of all sec­tors’ ex­pen­di­tures while work­ing on Latvia’s 2018 bud­get, rep­re­sen­ta­tives of the Fi­nance Min­istry in­formed.

At a Cab­i­net meet­ing next Thurs­day, March 23, min­is­ters are ex­pected to de­cide on a draft gov­ern­ment de­cree on Latvia’s medium-term bud­get frame­work for 2018, 2019 and 2020, as well as a timetable for draft­ing the 2018 bud­get. All min­istries’ ex­pen­di­tures of pre­vi­ous years will be thor­oughly an­a­lyzed in or­der to en­sure a more ef­fec­tive and trans­par­ent bud­get man­age­ment.

The re­vi­sion will in­clude anal­y­sis of the num­ber and dy­namic of pub­lic ad­min­is­tra­tion jobs and va­can­cies, as well as a stream­lin­ing and cen­tral­iza­tion of bud­get-funded func­tions. With help from Bank of Latvia ex­perts, the min­istry also plans to use some pilot projects to in­tro­duce the prin­ci­ple of ze­r­obased bud­get­ing.

Dur­ing the re­vi­sion of the min­istries’ bud­gets, at­ten­tion will be paid to the pay ser­vices pro­vided by gov­ern­ment in­sti­tu­tions, as well as other sources of rev­enues, ad­min­is­tra­tive ex­penses, al­lo­ca­tions to new pol­icy ini­tia­tives, as well as fund­ing pro­vided to other ur­gent needs and pri­or­i­ties.

The En­vi­ron­men­tal Pro­tec­tion and Re­gional Devel­op­ment Min­istry in col­lab­o­ra­tion with the Fi­nance Min­istry will start work on com­pre­hen­sive op­ti­miza­tion pro­pos­als for the pro­vi­sion of pub­lic ser­vices and ICT.

The gov­ern­ment plans to sub­mit the bud­get bills to Saeima on Oc­to­ber 13.
