Detailed revision of all sectors’ expenditure planed
There is a plan to carry out a detailed revision of all sectors’ expenditures while working on Latvia’s 2018 budget, representatives of the Finance Ministry informed.
At a Cabinet meeting next Thursday, March 23, ministers are expected to decide on a draft government decree on Latvia’s medium-term budget framework for 2018, 2019 and 2020, as well as a timetable for drafting the 2018 budget. All ministries’ expenditures of previous years will be thoroughly analyzed in order to ensure a more effective and transparent budget management.
The revision will include analysis of the number and dynamic of public administration jobs and vacancies, as well as a streamlining and centralization of budget-funded functions. With help from Bank of Latvia experts, the ministry also plans to use some pilot projects to introduce the principle of zerobased budgeting.
During the revision of the ministries’ budgets, attention will be paid to the pay services provided by government institutions, as well as other sources of revenues, administrative expenses, allocations to new policy initiatives, as well as funding provided to other urgent needs and priorities.
The Environmental Protection and Regional Development Ministry in collaboration with the Finance Ministry will start work on comprehensive optimization proposals for the provision of public services and ICT.
The government plans to submit the budget bills to Saeima on October 13.
