Malaysian Academic Association Congress president Professor Dr Mohd Idrus Mohd Masirin said the RM7.4 billion allocated for 20 public universities was not enough.
To cover the shortfall, Idrus said, as an alternative, public universities could seek funds from ministries to fund researches.
He said such funds could come from Science, Technology and Innovation Ministry, Works Ministry, Transports Ministry and Women, Family and Community Development Ministry based on the topics of research conducted.
Idrus said public universities would likely get a lower allocation next year.
