CIDB detects 102 migrant workers without Green Card during enforcement

AMPANG JAYA: A total of 102 migrant workers out of 117 screened were found working at a construction site without the CIDB Green Card during Integrated Operation, a joint effort involving seven other agencies, according to Construction Industry Development Board (CIDB) Selangor.

Theraid, ledbyCIDBSelangor, involved the Immigration Department, Department of Health, Ampang Jaya City Council, Department of Occupational Safety & Health, among others.

The enforcement team believed that some 300 migrant workers managed to dodge the crackdown upon learning the surprise visit by the enforcement officers.

CIDB Selangor found that three sub-contractors did not possess the valid Contractor Registration Certificate documents for construction work since beginning operation last year, resulting in their services being terminated immediately.

According to the director of CIDB Selangor, Mohd Zaid Zakaria, most of the migrant workers failed to obtain the compulsory CIDB Green Card as their employers were believed to be conned by the recruitment agents or other third parties dealing with the registration.

There were cases involving unscrupulous agents who charged hundreds of ringgit for such registration whereas CIDB provides training courses free of charge and the premium payment for the CIDB Green Card costs only RM50.

“Last year alone, a total of 68,700 construction workers were screened and 20,528 of them were unregistered and without the CIDB Green Card,” said Mohd Zaid.

And worse, five construction blocks were served the StopWork notice for being the breeding grounds for Aedes mosquitoes, he said.

“Other offences include allowing incompetent migrant workers to operate the cranes and the absence of our national language on project signboards,” he added.
