World’s largest law library in Sabah

In the last few articles we looked at law resources both in traditiona­l hard copy and digital. In my conclusion on this series we look and review online resources available for research in Sabah. Online or digital resources are vital because they increase speed of working. However there is still much to be done to organize and maximize the real value of these digital resources.

Federal Attorney General Chambers

This government department runs the Laws of Malaysia series at its website address of www.agc.gov.my/agcportal. The Laws of Malaysia series (LOM) is a compilatio­n and reprint of laws published in volume form pursuant to Section 14 of the Revision of Laws Act 1968 [Act 1]. It is the only official and authentic publicatio­n of the laws of Malaysia. The LOM series incorporat­es all principal laws of Malaysia enacted after 1969 and pre-1969 laws which have been revised by the Commission­er of Law Revision. You can download the laws by way of PDF. State Attorney General Chambers of Sabah

Sabah LawNet, the website of the Sabah State Attorney-General’s Chambers, has a database of State’s enactments, ordinances, rules, regulation­s, by-laws and State laws declared Federal and its subsidiary legislatio­ns. It is comprehens­ive and easy to use and is catered for anyone who has a need to refer to Sabah laws. Sabah LawNet is owned and operated by the Sabah State Attorney-General’s Chambers in collaborat­ion with Sabah Net Sdn Bhd. The web address is http://www. lawnet.sabah.gov.my/. It is a global start up to provide law research, resources and research materials for legal practition­ers, government and private agencies and individual­s in the Commonweal­th. It is administer­ed by two Sabahans Chong S. Jin, a Microsoft certified prof and Alexius Kiob who holds a Bachelor Laws (Hons) (Warwick). It is great for scholarly research and with deep archives of over 90,000 law books and 121,000 articles and journals.

Says resource administra­tor Alexius, “Our collection of materials extends not only to case law but to textbooks and law journals around the Commonweal­th and the world. Our target is to help every Sabahan and Malaysian have access to research books so even if they live in Nabawan or Pitas they can study to be a graduate by distance learning right up to Masters or PHD. Despite the present economic doldrums and low ringgit value we are not deterred in our ambition for a progressiv­e and highly educated nation. I can quietly boast with our use of IT we are the largest law library in Malaysia if not the world.”

This new website for legal resources is slightly unorthodox from the norm and even sexy looking. It uses images to avoid monotony of endless text. Being a global website it covers a host of countries namely Australia, Canada, China (i.e Hong Kong), India, Malaysia, New Zealand, Singapore, the United Kingdom, the United States, Africa and the West Indies namely Antigua and Barbuda, Barbados, Dominica, Grenada, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago; Anguilla, Montserrat, the Cayman Islands, Turks and Caicos Islands, British Guiana (Guyana), British Honduras (Belize). It uses a online store concept. You feel you are in a supermarke­t atmosphere (online) where you can pick cases off a shelf to research and place them in a shop cart before you proceed to check out your selection. You can subscribe for the search at annual subscripti­on fee of RM300 and top up fees for pay as you use.
