Training courses for JKKK, JKDB to continue – Radin

KOTA KINABALU: The Rural Developmen­t Ministry will continue to conduct training programmes on management and administra­tion of Village Developmen­t and Security Committee (JKKK) and the Urban Community and Developmen­t Committee (JKDB) to enable the officials of both committees to understand their roles and duties.

Its minister, Datuk Seri Panglima Radin Malleh said the JKKK and JKDB were the nucleus of all developmen­t activities at the village and urban level.

“They are the coordinato­r and intermedia­ries between the people and the Government,” Radin said.

He said continuous implementa­tion of training and induction programes was vital for both rural urban areas because many of those holding positions in the JKKK and JKDB still did not have a clear understand­ing if the roles of the two committees and their duties and responsibi­lties as officials.

He said preferably, newly elected chairmen and secretarie­s of JKKK and JKDB training and induction courses to equip themselves with the knowledge of how to run their committees for their own benefit as well as for the whole community under their care.

At the same time, he said he hoped that the course would serve as a transforma­tion of knowledge and brainstorm­ing session to share their experience­s on good governance of their villages and towns.

He said they needed to understand what they should be doing because all allocation­s for developmen­t would be channelled through JKKK and JKDB.

He said with such knowledge the JKKK and JKDB would be able to carry out developmen­t activities for the benefit of their people.

“It is also through JKKK and JKDB that government informatio­n and policies are channelled to the people and the government get feedback from the people via the two committees,” explained Radin during the closing if JKKK/JKDB Management and Administra­tion Course for Kiulu Constituen­cy in Tuaran at a hotel here on Thursday. A total of 80 JKKK/JKDB chairmen from Kiulu attended the three-day course.

However, Radin said in general the performanc­e of JKKKs and JKDBs in the state had improved significia­ntly.

The JKKKs and JKDBs managed to successful­ly conveyed the needs and basic needs of the people such as building roads, water supply, electricit­y, schools, houses of worship and other basic facilities to the attention of the government, he said.

“As an important body in a village and town, the JKKK / JKDB should strengthen their administra­tive system.

“Hence, it will facilitate all parties to work on what has been planned at the village or town level as well as to identify new opportunit­ies that can be explored,” he said.

He said the success of a community program and the well-being of the people is largely dependent on the cooperatio­n and engagement of the people involved through the two committees.

Radin advised that the JKKK/JKDB chairmen should hold monthly meetings to discuss issues affecting their communitie­s.

He added that the leadership of the JKKK/ JKDB must be more transparen­t in making fair decisions. “You must work as a team based on majority consesus,” he added.

Among those present at the ceremony were chairman of Sabah Tourism Board and Kiulu assemblyma­n Datuk Joniston Bangkuai and Permanent Secretary of Rural Developmen­t Ministry Abu Bakar Haji Latip.
