35 state government agencies receive SM2 Rating Award
KOTA KINABALU: Thirtyfive state government agencies received the Five Star Human Resource Information System (SM2) Rating Award on Wednesday, at the Sabah International Convention Center (SICC).
State Public Service Director General Datuk Datu Rosmadi Datu Sulai said all the agencies have successfully demonstrated high work performance and teamwork, achieving an overall score of 95 percent and above.
“All the agencies in each of these eight clusters were evaluated according to general criteria that are improved every year.
“This year, all the agencies are evaluated according to four criteria compared to three criteria in the previous year, namely staffing data, employee information data, performance data and data accuracy which are new criteria introduced this year,” he said at the award ceremony.
Even so, Rosmadi said this year’s achievements decreased from 71 receiving agencies last year, to only 35 agencies following the introduction of SM2 management evaluation conditions and criteria that have been renewed and improved.
In relation to that, he said all human resource managers were asked to play a role in ensuring that SM2 management, especially the quality and integrity of the data recorded in each agency, is always at an excellent level.
The ceremony also saw presentation of the Outstanding Human Resource Manager (PSM) Award which was introduced for the first time this year.
Norisah Saiman, an employee of the Sabah Forestry Department, was the first recipient of the award for her excellent service in the operation and management of SM2, and at the same time ensuring that information is updated at the highest level, including the accuracy of data in the system.
In addition, in order to improve the quality of all PSM or Chief Human Resource Officer (CHr. O), Rosmadi said the State Public Service Department will carry out professional accreditation for CHr.O in the state.
He said it is to ensure that the quality of CHr.O is recognised at the international level in terms of practices, methods and strategies.
Rosmadi also explained that new development programs and initiatives will be introduced such as the formal appointment of the PSM, as well as the implementation and involvement of various high-impact programs such as the International Exposure Program, the Strategic Leadership Leap Program and the Strengthening of Identity, the Integrity Strengthening Program, the Quality Benchmarking Program, and Domestic and International Conference Exposure Program.
This award ceremony was an annual event organized by the Public Service Division, JPAN since 2019 to recognise excellence and appreciate the efforts, commitment and unwavering dedication of employees led by CHr.O.
Also present were Deputy Director General (Development) Josie Lai, Deputy Director General (Services) Ramlee Kariah, Deputy Director General (Management) and Head of Council Secretary Junaidah Abdul Hamid.
