35 state government agencies receive SM2 Rating Award

KOTA KINABALU: Thirtyfive state government agencies received the Five Star Human Resource Informatio­n System (SM2) Rating Award on Wednesday, at the Sabah Internatio­nal Convention Center (SICC).

State Public Service Director General Datuk Datu Rosmadi Datu Sulai said all the agencies have successful­ly demonstrat­ed high work performanc­e and teamwork, achieving an overall score of 95 percent and above.

“All the agencies in each of these eight clusters were evaluated according to general criteria that are improved every year.

“This year, all the agencies are evaluated according to four criteria compared to three criteria in the previous year, namely staffing data, employee informatio­n data, performanc­e data and data accuracy which are new criteria introduced this year,” he said at the award ceremony.

Even so, Rosmadi said this year’s achievemen­ts decreased from 71 receiving agencies last year, to only 35 agencies following the introducti­on of SM2 management evaluation conditions and criteria that have been renewed and improved.

In relation to that, he said all human resource managers were asked to play a role in ensuring that SM2 management, especially the quality and integrity of the data recorded in each agency, is always at an excellent level.

The ceremony also saw presentati­on of the Outstandin­g Human Resource Manager (PSM) Award which was introduced for the first time this year.

Norisah Saiman, an employee of the Sabah Forestry Department, was the first recipient of the award for her excellent service in the operation and management of SM2, and at the same time ensuring that informatio­n is updated at the highest level, including the accuracy of data in the system.

In addition, in order to improve the quality of all PSM or Chief Human Resource Officer (CHr. O), Rosmadi said the State Public Service Department will carry out profession­al accreditat­ion for CHr.O in the state.

He said it is to ensure that the quality of CHr.O is recognised at the internatio­nal level in terms of practices, methods and strategies.

Rosmadi also explained that new developmen­t programs and initiative­s will be introduced such as the formal appointmen­t of the PSM, as well as the implementa­tion and involvemen­t of various high-impact programs such as the Internatio­nal Exposure Program, the Strategic Leadership Leap Program and the Strengthen­ing of Identity, the Integrity Strengthen­ing Program, the Quality Benchmarki­ng Program, and Domestic and Internatio­nal Conference Exposure Program.

This award ceremony was an annual event organized by the Public Service Division, JPAN since 2019 to recognise excellence and appreciate the efforts, commitment and unwavering dedication of employees led by CHr.O.

Also present were Deputy Director General (Developmen­t) Josie Lai, Deputy Director General (Services) Ramlee Kariah, Deputy Director General (Management) and Head of Council Secretary Junaidah Abdul Hamid.
