Govt projects need detailed study prior to implementa­tion

DETAILED studies need to be carried out on government projects before they are approved for implementa­tion to ensure that all projects are on schedule and to give the best value for money to the government.

According to the AuditorGen­eral’s Report 2016 Series 1 tabled in Parliament yesterday, government department­s and agencies need to submit complete informatio­n such as project’s site, status, summary, ceiling, annual allocation and implementa­tion schedule to the technical department, in line with Treasury Directive 182.1.

“Integrated planning between department­s and agencies need to be conducted in the early stage of project implementa­tion especially for large projects, that involve department­s such as the Department of Sewerage Services, the Department of Environmen­t, Department of Irrigation and Drainage, Local Authoritie­s, the Fire and Rescue Department, utility suppliers such as water, electricit­y and telecommun­ications, land offices and state government­s.

“This to ensure that all basic amenities will be made available and the project implementa­tion will be carried out smoothly,” according to the 471-page report.

The proposal was among those outlined by the National Audit Department in the closing section of Activities of Federal Ministries/ Department­s 2016 to ensure that the reported weaknesses would not be repeated.

The report also mentioned that the secretary- general of the ministry/department head needed to carry out a thorough inspection to determine whether programmes, activities and other projects showed similar weaknesses, and to take action to rectify and improve it. — Bernama
