Govt projects need detailed study prior to implementation
DETAILED studies need to be carried out on government projects before they are approved for implementation to ensure that all projects are on schedule and to give the best value for money to the government.
According to the AuditorGeneral’s Report 2016 Series 1 tabled in Parliament yesterday, government departments and agencies need to submit complete information such as project’s site, status, summary, ceiling, annual allocation and implementation schedule to the technical department, in line with Treasury Directive 182.1.
“Integrated planning between departments and agencies need to be conducted in the early stage of project implementation especially for large projects, that involve departments such as the Department of Sewerage Services, the Department of Environment, Department of Irrigation and Drainage, Local Authorities, the Fire and Rescue Department, utility suppliers such as water, electricity and telecommunications, land offices and state governments.
“This to ensure that all basic amenities will be made available and the project implementation will be carried out smoothly,” according to the 471-page report.
The proposal was among those outlined by the National Audit Department in the closing section of Activities of Federal Ministries/ Departments 2016 to ensure that the reported weaknesses would not be repeated.
The report also mentioned that the secretary- general of the ministry/department head needed to carry out a thorough inspection to determine whether programmes, activities and other projects showed similar weaknesses, and to take action to rectify and improve it. — Bernama
