Quality education matters
WITH the graduation of more than 3,400 learners at its 23rd convocation on Sept 21 and 22, Open University Malaysia (OUM) brings its number of graduates to more than 85,000 since our inaugural convocation in 2004.
Learner diversity has always been one of our hallmarks as Malaysia’s premier open and distance learning (ODL) institution. At the recent convocation, we witnessed the graduation of two octogenarians who, at 88 and 87 years old, redefined the barriers of age to complete their bachelor’s degrees. That anyone, anywhere, no matter their creed or background, can
obtain quality education has always been our aspiration as an institution committed to becoming the university of choice among working adults. While a momentous occasion such as this convocation gives us an opportunity to celebrate our learners’ successes, it is crucial to recognise that it is not merely the number of graduates that matters. Instead, there is a need to dedicate efforts towards further improving the quality of education that we offer. At OUM, we are committed to the provision of quality education. This is embodied in our work processes, from the development of academic programmes and preparation of learning materials to the course content and selection of tutors. At every step, guidelines and codes of practice issued by the Malaysian Qualifications Agency remains our source of reference. Subject-matter experts are appointed as course leaders to ensure every course offered is in accordance with the desired learning outcomes. This is part and parcel of the outcome-based education that OUM proudly subscribes to. This quality concept goes beyond academic matters as we also conduct regular audits across all relevant departments and learning centres. OUM has engaged mystery shoppers to ensure front-liners provide excellent customer service to all prospective learners.
Additionally, we also pay special attention to leveraging e-learning to ensure learners can study at any time using online tools and applications. Every aspect of learning takes place via our learning management system, MYINSPIRE, which comprises learning materials, discussion forums and a variety of applications designed to support learners who are constantly on the go.
Studying can be done on personal computers and mobile devices, too. Through fully online programmes, learners can leverage digital tools and online interactions with peers and tutors without having to attend face-to-face classes. Two programmes – the Master of Islamic Studies and Master of Early Childhood Education – are already being offered in this mode, and other programmes will follow suit in due course.
In an effort to further enhance the e-learning capacity in OUM, we have also established the Azman Hashim Chair in e-learning. Our pro-chancellor, Tan Sri Azman Hashim, has graciously contributed to the endowment of the chair. Prof Dr Rozhan Mohammed Idrus is the first holder of the chair, effective September.

field of e-learning, Prof Rozhan will play a major role in strengthening the university’s research and teaching in this field. We look forward to his efforts over the next two years in improving OUM’S e-learning initiatives to further benefit learners.
In an article written for Inside Higher Ed, Harvard University law professor Derek Bok reminds higher education institutions that “increasing graduation rates and levels of educational attainment will accomplish little if students do not learn something of lasting value.”
Offering educational opportunities with lasting value is an ambition OUM strives to accomplish. By focusing on various aspects to improve quality, we can ensure that upon graduation, our learners are on the best footing to secure a better future for themselves.
