Integration of Awas with Police force will see fewer traffic offenders if the fine is heavy enough, nonnegotiable and jail sentence where applicable. There must be no bribery to get away. If the Malacca state government wants to enforce a blanket ruling on dressing, then all must be consulted. If the intention is to achieve a certain goal, then please support with statistical evidence. No one wants to see anyone dressed overly sexy but dressing is a very personal choice.
