An agency un­der the Hu­man Re­sources Min­istry set up in 1993 for hu­man cap­i­tal de­vel­op­ment Gov­erned by the Hu­man Re­sources De­vel­op­ment Bhd Act 2001

HRDF is a pool of funds that con­sists of hu­man re­sources de­vel­op­ment levies col­lected from em­ploy­ers

The levy is 1% for com­pa­nies with more than 10 em­ploy­ees and 0.5% by busi­nesses with be­tween five to nine em­ploy­ees Of this, 70% is claimable for train­ing pur­poses, mean­while an­other 30% is held un­der a con­sol­i­dated fund

The im­ple­men­ta­tion of the 30% HRDF levy de­duc­tion to­wards a con­sol­i­dated fund and its strate­gic ini­tia­tives were ini­ti­ated in 2016
