Towards a fair and inclusive labour market in the context of intra-EU mobility
The Minister for European Affairs and Equality Helena Dalli addressed the Annual Meeting of the presidents and secretariesgeneral of the national Economic and Social Councils of the EU and the European Economic and Social Committee. This year’s theme was Towards a Fair and Inclusive Labour Market in the context of Intra-EU Mobility.
Dr Dalli stressed the need for a fair and inclusive labour market in order to address economic and social gaps particularly through “making work pay” strategies that help fostering the creation of quality jobs while making work more attractive.
The minister also spoke about the importance of continuous investment in knowledge, skills, and lifelong learning opportunities in order to address gaps in the labour market. These, she said, need to be complemented with the necessary support structures to balance work, family and private life.
Minister Dalli highlighted the provision of free childcare in Malta as the best practice to encourage the take-up of employment by more individuals, particularly women, noting that such measures serve as a long-term investment. The minister expressed hope that this measure will be adopted by other EU member states to ensure a stronger labour market which makes the most of the talents available.
Dr Dalli also spoke about the need of a strong social dialogue to foster inclusivity. The minister shared Malta’s recent experience on this aspect, particularly the first increase in the national minimum wage after 27 years which saw the support of all social partners. The minister also commended MCESD’s recent reform which will allow a wider consultation process.
Minister Dalli welcomed the theme of the conference which, she said, addressed some of the main concerns faced by many Europeans today. The minister noted that social aspect was a central theme of the Maltese Presidency of the Council of the EU.
The Maltese Presidency focused on aspects that are of direct relevance to European citizens, and that is why there was a particular focus on reconnecting the EU with its citizens during the past six months.
Dr Dalli said the EU has a very important role to play in ensuring better access to a fair and inclusive labour market for all, and that is why it should strive to remain as close to the citizen as possible.
