INVITATION FOR BIDS

Date: March 27, 2017

Title: Supply of facilities for digitization of property registration services in 13 aimags Reference: NCB-2.4.3

Within the framework of the “Smart Government” project implemented by the Government of Mongolia with financing of the International of Development Association in the form of soft loan, the General Authority for Intellectual Property and State Registration is implementing sub-component to introduce “e-Property Registration System in Mongolia” which includes a supply of facilities for digitization of property registration services in 13 aimags.

Therefore, The State Property Policy and Coordination Authority, an implementing

agency of the Government invites sealed bids from eligible bidders to supply 47 sets of desktop computers, 32 sets of scanners, 26 sets of printers with supporting spare parts at property registration divisions of 13 aimags”.

A complete set of bidding documents may be purchased by interested eligible Bidders on the submission of a written application upon payment of a nonrefundable fee of 50,000 (fifty thousand) tugrug or equivalent amount in freely convertible currency. Bids shall remain valid for 90 days after the bid opening date.

Bidding will be conducted through national competitive bidding procedures in accordance with provisions specified in the Annex 2, of the Financing Agreement of the Project and “World Bank’s Guidelines; Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrower dated January 2011”.

All bidders must meet the following financial and experience qualification:

• Financial: Sales size: an average of sales revenue in the last 3 years or in 2014, 2015 and 2016 shall be not less than $US 300,000 or 740,000,000 tugrugs

• Experience: Shall be experienced performing at least 3 contracts with similar natures. All bids must be accompanied by a bid security in an amount of 4,260,000.00/four million two hundred sixty thousand/ tugrugs only.

Bids must be delivered to Single point service, Government building # IX, Peace avenue 16a, 1stkhoroo, Bayanzurkh district, Ulaanbaatar at or before 2.00 p.m. of April 27, 2017, and bids will be opened at 2.30 p.m. of April 27, 2017 in the presence of bidders’ representatives who choose to attend.

Foreign bidders will be allowed to deliver bids.

No national preference will be applied.
