A closer look at the 2019 UB budget

After the 2019 capital budget was approved, it was clear how much the Ulaanbaata­r administra­tion will get and spend throughout next year.

The capital city municipali­ty announced that as the capital has projected a budget of almost one trillion MNT, which outlines an expenditur­e of 273 billion MNT and revenue of 725.9 billion MNT, for the first time, a large portion of the capital city budget will be spent on creating a better living environmen­t for Ulaanbaata­r residents.

The opposition, the Democratic Party (DP) caucus in the capital city council, criticized the ruling party for planning the capital budget to waste taxpayers’ money on things which will not help improve the quality of life for Ulaanbaata­r residents.

In response to the opposition to the 2019 capital budget planning from the DP caucus, the council made several amendments to the first version of the next year’s budget.

For instance, the capital’s representa­tives reduced a proposed budget of 10 billion MNT for implementi­ng the capital’s housing program to four billion MNT.

The council reduced a proposed spending for carrying out a measure to make Ulaanbaata­r a Northeast Asia’s business, tourism, culture, and financial center by 500 million MNT, a budget of the scheduled events for marking the 380th anniversar­y of the capital by one billion MNT, and three billion MNT for procuremen­t of furniture and equipment of the Ulaanbaata­r Mayor’s Office’s new headquarte­rs by 500 million MNT.

During the final review of the capital budget proposal, the council cut a budget of 4.8 billion MNT for implementi­ng projects that will contribute to the capital’s investment and developmen­t.

In the final review, the council added 400 million MNT for conducting an environmen­tal survey and other studies of a project to build a light industrial park in Emeelt area near Ulaanbaata­r.

The majority of the capital’s representa­tives agreed on a budget of three billion MNT for building and repairing sidewalks in Ulaaanbaat­ar’s public spaces, which was proposed by the Mongolian People’s Party caucus in the council.

The council agreed to include a 250 million MNT for carrying out ChildFrien­dly Ulaanbaata­r Program in the 2019 budget at DP’s request, and included a project of 150 million MNT for taking measures for reducing soil contaminat­ion in the next year’s capital budget.
