Re­ports about law­mak­ers and their as­so­ci­ates tak­ing out large sums of loans with low­in­ter­est rate from the Fund to De­velop Small and Medi­um­sized En­ter­prise (SME) caused up­roar among the pub­lic. The scan­dal has stirred up anger in so­ci­ety through­out fall and win­ter.

There has not been con­crete ev­i­dence be­fore to back claims in Mon­go­lian pol­i­tics in case where law­mak­ers and Cab­i­net min­is­ters swin­dled the tax­pay­ers for their per­sonal gains.

Some be­lieve that U.Khurel­sukh gave nearly 30 law­mak­ers’ as­so­ci­ates loans from the fund to re­turn the fa­vor of the law­mak­ers who helped U.Khurel­sukh be­come prime min­is­ter as some of the law­maker who are con­nected to the loan scan­dal voted for J.Er­denebat’s Cab­i­net res­ig­na­tion.

There are spec­u­la­tions that law­mak­ers led by Speaker M.Enkhbold might have leaked in­for­ma­tion about the SME loan mis­ap­pro­pri­a­tion to the pub­lic to un­der­mine U.Khurel­sukh’s rep­u­ta­tion and as well as dis­band his Cab­i­net.

It was re­ported that as­so­ci­ates of law­mak­ers N.Uchral, J.Enkhba­yar, N.Oyun­dari, Kh.Bolorchu­luun, G.Soltan, O.Bat­nasan, B.Un­dar­maa, Ya.Sod­baatar, and B.Javkhlan took out loans from the fund.
