Resolution on rejecting bills passed
During its plenary session on October 8, Parliament passed the parliamentary resolution on rejecting of some bills and draft resolutions of Parliament with an approval of 53.8 percent.
Based on the proposals of the government and relevant standing committees on more than 90 bills submitted to Parliament, 33 bills included in the annex to the resolution and five draft resolutions of Parliament will be rejected.
Some bills submitted to Parliament and other draft parliamentary resolutions’ initiators were changed, and some bills need to be consulted by the new Cabinet. Therefore, the draft resolution states that some bills and parliamentary resolutions have been rejected.
APPOINTMENT
On the same day, Parliament discussed the parliamentary resolution on dismissal and appointment of members of the National Health Insurance Council (NHIC).
According to the Law on Health, the health insurance system consists of the NHIC, the state central administrative body in charge of social insurance and health insurance, province and district health insurance departments, and soum health insurance inspectors. The law stipulates that the highest governing body of health insurance is the NIHC.
In accordance with the law, the council consists of nine members, including three people from state central administrative bodies in charge of finance, budget, social insurance and health insurance, three people representing an organization that protects the rights and legitimate interests of the majority of the insured and three people from representing an organization that protects the rights and legitimate interests of employers.
On this basis, in connection with the formation of the new Cabinet as a result of the 2020 parliamentary election, it was necessary to dismiss member of the council S.Chinzorig and Director of the NHIC D.Sarangerel.
The draft resolution states that Minister of Labor and Social Welfare A.Ariunzaya and Minister of Health T.Munkhsaikhan will be appointed as members of the council to represent the government.
The majority of lawmakers supported to appoint A.Ariunzaya as member and T.Munkhsaikhan as director of the NHIC, while S.Chinzorig and D.Sarangerel were relieved as of duty as council member and director.
