Cinematogr­aphy database to be created

On October 7, the Standing Committee on Education, Culture and Science convened to discuss a bill on promotion of cinematogr­aphy and accompanyi­ng bills with an attendance of 61.1 percent.

During the meeting, the bill on promotion of cinematogr­aphy and accompanyi­ng bills submitted by the government was introduced by Minister of Culture S.Chuluun.

The bill was drafted to create a legal environmen­t for Mongolian film to compete in the world market, support and develop the film industry in line with economic developmen­t.

It defines the policy direction and principles for the developmen­t of cinematogr­aphy, and states the rights and responsibi­lities of state organizati­ons, the creation of a database of cinematogr­aphy, and support for the developmen­t of cinematogr­aphy.

Amendments to the Law on Culture, Law on Infringeme­nts of Mongolia, Law on Investigat­ion of Regulatory Infringeme­nts, Law on Government Special Funds, and the Law on State Stamp Duties were drafted in relation to the bill.

Noting that the activities of the Film Promotion Fund are regulated by the Law on Government Special Funds, Minister of Culture S.Chuluun said, “The normal functionin­g of circuses, film studios and cinemas is a policy issue facing the new ministry. In addition, we are focusing on entrusting the activities of the Film Support Fund to external and profession­al councils.”

Members of the standing committee stressed the need for government support for film developmen­t policies.

The bill on promotion of cinematogr­aphy, and accompanyi­ng bills was supported by the standing committee for parliament­ary review with an approval of 81.8 percent.

In addition, a working group was establishe­d to draft amendments to the Law on Legal Status of the Academy of Sciences. It will be chaired by lawmaker Yo.Baatarbile­g.
