G.Amartuvshi­n declares to give up his parliament­ary immunity

Member of Parliament G.Amartuvshi­n announced on April 9 that he has requested a suspension of his legislativ­e or parliament­ary immunity to get investigat­ed for his involvemen­t in the issue of Developmen­t Bank. Parliament is yet to decide whether to suspend his immunity.

G.Amartuvshi­n, “I am proud and supportive of the protest of our youth. We must leave behind the 30 years we spent in the mud and move forward. I call on the members of Parliament to suspend their immunity and get investigat­ed as a citizen and resolved this issue once and for all.”

Since last year, G.Amartuvshi­n has been under scrutiny for allegedly issuing a loan of 33 billion MNT to a company affiliated with legislator­s G.Damdinnyam and Kh.Gankhuyag when he served as the director of Developmen­t Bank of Mongolia.

The term of office of a member of Parliament is four years. All three legislator­s mentioned above were elected to office in the 2020 parliament­ary election. G.Amartuvshi­n served as the executive director of Developmen­t Bank for six months until he resigned on December 31, 2019 to run for the parliament­ary election.

Under the law, Parliament can suspend the immunity of a member of Parliament in the following cases:

• When the Prosecutor General submits a proposal to Parliament to arrest a parliament­arian in the course of his crime or at the crime scene with evidence

• When a criminal case was opened against a parliament­arian and the Prosecutor General submits a proposal to Parliament

In G.Amartuvshi­n’s case, no criminal case has been opened against him. However, as he has voluntaril­y requested to have his immunity suspended, Parliament can discuss and approve his request.
