D.Sumiyabazar: Digitalization is key to reducing corruption and bureaucracy
Mayor of Ulaanbaatar D.Sumiyabazar and district governors worked at the General Authority for State Registration of Mongolia (GASR) on April 5.
The total population of Ulaanbaatar has reached 1.8 million, including temporary residents. The number of people served by a district registration office is four to five times higher than in one province. Therefore, there is an urgent need to digitalize the services of GASR.
Registration offices provided 2.15 million services digitally, allowing citizens to save 30 billion MNT in total.
The mayor noted that Ulaanbaatar has reached a level of metropolitan in terms of the population while underlining the necessity to strengthen the coherence of government organizations.
“Digitalization is a key factor in reducing corruption and bureaucracy. Registration and taxes must always be affiliated,” he added.
Chairman of GASR D.Delgersaikhan said, “GASR distributes, stores, and processes the largest database in Mongolia. We operate 42 systems containing archives, entity registration, citizenship, and properties. GASR currently provides 70 types of registration-related inquiries, of which 50 have been made available on the E-Mongolia system. Moreover, plans are underway to provide citizens with an electronic signature alongside opening up opportunities for citizens to obtain information with their fingerprints and QR codes.”
It was noted that a new type of public service kiosk machine was introduced this year, which was experimentally piloted in Chingeltei District and two provinces. The introduction of the new public service kiosk is significant in enabling citizens to obtain 18 types of inquiries, including civil state registration, state registration of legal entities, and state registration of property, officials noted.
