VAT lottery to resume this month

The National VAT Lottery, which was temporaril­y suspended, will be held in an updated format later this month.

The General Taxation Department announced that the lottery will be conducted for receipts printed in September. Therefore, people are advised to scan and register their receipt of purchase on the Ebarimt website or mobile applicatio­n.

The VAT lottery reform includes:

• With the Ebarimt applicatio­n, you can not only view your lottery results but also monitor which of your receipts have been confirmed for the next lottery draw. You can also get real-time informatio­n such as where the winning receipt was issued at.

• Depending on how many receipts you register, your chances of winning will increase and the bonus amount will also increase. For example, if you register three receipts and match three digits, you will get a bonus of 30,000 MNT, if you register over 51 receipts, you will get a bonus of 60,000 MNT.

• In the locality where the person lives, the implementa­tion of the VAT Law will be compared with the previous year and bonuses will be added to the lottery winnings based on the percentage of increase in receipt printing. For example, let’s assume that a citizen of Darkhan-Uul Province registered nine documents and won 30,000 MNT by matching three numbers. The tax department will assess whether the province’s residents have scanned more or fewer receipts compared to the previous year. If Darkhan-Uul province’s receipt registrati­on has increased by, let’s say, 23 percent, it will be 30,000*(1+23) = 36,957 MNT and will be added to the winner’s account.

• Every prize has an owner. Previously, if eight digits were not matched, the super jackpot was rolled over to the next draw, but now, the lottery draw will continue until eight digits are matched. This way, every lottery draw will have a super winner.

It has been six years since the citizens of Mongolia have been receiving a refund of 2 percent of the total amount of goods they purchased. VAT refunds are now issued on a quarterly basis.

Mongolia spends more than 200 billion MNT annually on 2 percent VAT refunds. About 70 percent of households that register VAT receipts get back 14,000 to 17,000 MNT per month. In the first quarter of 2022, 57.5 billion MNT were refunded to 1,136,755 citizens. Some 39.9 percent of citizens cashed back up to 20,000 MNT while 0.3 percent cashed back more than 1 million MNT.
