G.ZANDANSHATAR: The basis for fighting corruption will start with the Ethics Law
On May 10, Speaker of Parliament G.Zandanshatar met the employees of the local administrative organizations of the capital city and presented the civil service reform, the bill on ethics of civil servants and the legal reforms that are expected to be approved at the parliamentary spring session.
During the meeting, the speaker informed that within the framework of legal reforms, a set of laws to combat corruption and reform the political party system, as well as a set of legal reform laws to revive the amendments to the Constitution of Mongolia, are being discussed and approved. Of these, Parliament adopted the Law on the Ethics of Civil Servants, he said.
In addition to the draft laws on the legal status of whistleblowers, regulation of public and private interests in public service, and prevention of conflict of interest, Parliament is reviewing the National Anti-Corruption Program. In terms of legal reform, the immediate goal of Parliament is to improve governance and implement economic and human development reforms. In this context, three sets of 10 law reforms are included in the parliamentary agenda, according to Speaker G.Zandanshatar. He noted, “The basis for fighting corruption will start with the Law on the Ethics of Civil Servants. This law applies to 234,251 civil servants. There is a proverb that says, ‘Ethics is the soul of law. Without ethics, even if a thousand laws are made, they will not be obeyed.’ This is why ethical standards are followed at all levels, and social justice is established and restored. The Ethics Council, which will be established under all government organizations, and the Ethics Committee, which will work under the Civil Service Council, have an important role and participation in the implementation of the law.”
In addition, he expressed his views on the common problems faced by the public service, and gave detailed answers to the questions of the participants. The participants asked questions to the speaker about the current issue, the amendment to the Constitution, and clarified his position.
