More information on special funds made public
Ministry for Digital Development and Communications released the information on the allocation of land by successive governors of districts and information of six funds to www.shilen.gov.mn, as part of the government’s anti-corruption operation “Wide-open”.
In particular, information on the Universal Service Obligation Fund, Budget Stabilization Fund, Health Insurance Fund, and Future Heritage Fund, are released. Technical and Vocational Education and Training Fund and Health Support Fund will be released today once the complete information is collected.
Minister for Digital Development and Communications (MDDC) N.Uchral reported, “The work of fulfilling the official task given by the Prime Minister until June 1, is ongoing in the framework of the implementation of the Law on Transparency of Public Information. The Universal Service Obligation Fund, which belongs to the MDDC, is financed by funds equal to three percent of the net tax profit received from legal entities licensed by the Telecommunications Regulatory Commission. It has no management structure and is not financed from the state budget. From 2007 to 2022, 47.4 billion from 484 legal entities were provided. With this, communication networks were introduced to remote areas and teams, and the rural infrastructure improved. Operators are financed from this fund because they cannot finance the installation of fiber optic cable to the teams themselves. In the past, 3G and 4G communication networks were delivered to 1,226 out of 1,639 bagh. Locations are provided by province, infrastructure information is disclosed, and the fund’s operations are being monitored. At the moment, there are four areas that do not include fiber optic cables in the country. We intend to create a new communication infrastructure in the future.”
Health insurance fund revenue and spending status from 2018 to 2022, is being published by health care institution. By the end of 2022, the fund provided 1.7 trillion MNT funds to 3,092 health institutions.
As for the future heritage fund, it started to collect various types of income in accordance with a certain law in 2017. At the end of 2022, the fund’s income and savings were 22.6 trillion MNT. Last year, 1.4 billion MNT was spent on fund for children.
The Budget Stabilization Fund under the Ministry of Finance had a balance of 663.2 billion MNT at the end of 2022. The minister mentioned that the state budget is being stabilized by covering the budget deficit.
Also, the subject that attracted the attention of the public, land allocation by the governors of the districts of the capital, is made public. The 310,503 land grants, geography, geodesy, and cartographic information of successive governors of nine districts of the capital city have been revealed. It is now possible to see information about construction and approval of buildings in public domain and children’s playgrounds in Ulaanbaatar. The district governors of the capital city submitted their land related information. However, some governors did not give the complete information and they said they will send the missing information soon.
