Cambodia, Laos, and Tajikistan learn from UB urban governance experiences
Representatives of Cambodia, Laos, and Tajikistan have come to Mongolia to study the experience and findings of the “Improving Urban Governance and Decentralization” project implemented by the Swiss Development Agency in Ulaanbaatar city. The study meeting was held on May 30, and city authorities, the Deputy Head of the Swiss Cooperation Office in Mongolia Benoit Meyer-Bisch, and the representatives of the above countries attended the meeting
The Ulaanbaatar Mayor’s Office has been cooperating with the Swiss Development Agency for many years, starting with the One-stop service project in 2007. In the past, the capital has expanded its partnership with the Swiss Development Agency by implementing several projects, such as solving the city’s problems, improving the legal environment, governance and waste management.
During the meeting, First Deputy Governor of Ulaanbaatar in charge of Economy and Infrastructure J.Sandagsuren emphasized that the aforementioned project, which is one of the three projects under the Swiss Development Agency’s Governance Support and Decentralization Program, was successfully implemented in 2015 to 2022 with the help of the agency’s grant and cooperation with Ulaanbaatar Mayor’s Office and the Asia Foundation. Specifically, projects and programs were organized to strengthen the capacity of the employees of the local administrative organizations of the capital city, and the Human Resource Development Center was established, and a total of 20,933 employees were trained in duplicate. In addition to the implementation of new development, updating, and digitalization of 44 training programs, updated civil registration and archive services have been transferred to all committees to increase the quality and availability of government services.
According to the first deputy governer, digitizating 20 services of eight agencies of the capital, government service platform ‘e-Mongolia’, and permit services by the business process re-modeling method made a great contribution to creating favorable conditions for doing business in Ulaanbaatar.
The representatives who came to study the experience expressed their interest in Ulaanbaatar’s budget and the results of the digital transition. In particular, within the framework of the “Improving Urban Governance and Decentralization” project, they expressed their desire to study the experience of the successful transition of public services to digital form in Ulaanbaatar.
