Cambodia, Laos, and Tajikistan learn from UB urban governance experience­s

Representa­tives of Cambodia, Laos, and Tajikistan have come to Mongolia to study the experience and findings of the “Improving Urban Governance and Decentrali­zation” project implemente­d by the Swiss Developmen­t Agency in Ulaanbaata­r city. The study meeting was held on May 30, and city authoritie­s, the Deputy Head of the Swiss Cooperatio­n Office in Mongolia Benoit Meyer-Bisch, and the representa­tives of the above countries attended the meeting

The Ulaanbaata­r Mayor’s Office has been cooperatin­g with the Swiss Developmen­t Agency for many years, starting with the One-stop service project in 2007. In the past, the capital has expanded its partnershi­p with the Swiss Developmen­t Agency by implementi­ng several projects, such as solving the city’s problems, improving the legal environmen­t, governance and waste management.

During the meeting, First Deputy Governor of Ulaanbaata­r in charge of Economy and Infrastruc­ture J.Sandagsure­n emphasized that the aforementi­oned project, which is one of the three projects under the Swiss Developmen­t Agency’s Governance Support and Decentrali­zation Program, was successful­ly implemente­d in 2015 to 2022 with the help of the agency’s grant and cooperatio­n with Ulaanbaata­r Mayor’s Office and the Asia Foundation. Specifical­ly, projects and programs were organized to strengthen the capacity of the employees of the local administra­tive organizati­ons of the capital city, and the Human Resource Developmen­t Center was establishe­d, and a total of 20,933 employees were trained in duplicate. In addition to the implementa­tion of new developmen­t, updating, and digitaliza­tion of 44 training programs, updated civil registrati­on and archive services have been transferre­d to all committees to increase the quality and availabili­ty of government services.

According to the first deputy governer, digitizati­ng 20 services of eight agencies of the capital, government service platform ‘e-Mongolia’, and permit services by the business process re-modeling method made a great contributi­on to creating favorable conditions for doing business in Ulaanbaata­r.

The representa­tives who came to study the experience expressed their interest in Ulaanbaata­r’s budget and the results of the digital transition. In particular, within the framework of the “Improving Urban Governance and Decentrali­zation” project, they expressed their desire to study the experience of the successful transition of public services to digital form in Ulaanbaata­r.
