Councillors implored to work together
KEETMANSHOOP – //Kharas governor Aletha Frederick says regional councillors are regardless of differences in their political ideologies, duty-bound to all people in their respective constituencies equally without any discrimination.
She urged the newly elected and re-elected councillors as such when delivering her welcoming remarks.
“I am proud to applaud Namibian citizens for the maturity in maintaining democratic elections in a peaceful manner, and for accepting the outcome of the regional and local elections, which has put the elected regional councillors in the driving seat to spearhead the region’s strategies development plan,’’ she said.
Frederi ck expl ained as constituency councillors being entrusted by the electorate to address their welfare and development needs; they are now unified in one structure, namely // Kharas Regional Council.
“You are furthermore expected to work as a team to collectively and equitably address the development needs of all the inhabitants of this region,’’ she added.
According to Frederick, councillors should find solutions and address socio- economic challenges like unemployment and poverty – and lastly, to facilitate and
realise the objectives of the overall mandate of the regional council.
“Successful execution of this mandate requires, amongst others, implementation of Council Resolutions, teamwork and respect for one another’s views or opinions,’’ the regional political head then emphasised.
Frederick also said this will require consciously motivated organisational behaviour, including ethical and equitable distribution of resources.
She, however, cautioned that these resources should be distributed based on the unique needs of a given constituency.
“Some constituencies have big industries – be it in mining, fishing or both, grape and date farming, thus having a competitive economic advantage in terms of job creation and other amenities whilst other constituencies may consist only of predominantly rural and communal settings, greatly depending on small livestock subsistence farming only as a means of life,’’ she said.
The governor then reasoned that these factors must be considered in the distribution of resources that could be made available through the council to the benefit of all the constituencies.
Shealsocautionedthecouncillors to guard against situations of non-implementation of council resolutions.
“Implementation of projects and programs can impact the living conditions of the people positively but if those resolutions are not implemented, people will be denied of that right and benefits,’’ she then explained.
