Fee in­crease for gen­eral refuse dis­posal from 1 Fe­bru­ary 2019

Refuse and rub­bish that the pub­lic and con­trac­tors pay to leave at the District Trans­fer Sta­tions, is trucked in bulk loads to an ap­proved land­fill site lo­cated in Cen­tral Hawkes Bay.

Cen­tral Gov­ern­ment has re­cently in­creased land­fill levies via the Emis­sions Trad­ing Scheme, which di­rectly af­fects the charges we must pay. The Land­fill Op­er­a­tor has also in­creased their fees per tonne, to cover on-site op­er­a­tional costs that in­clude staffing, equip­ment and mon­i­tor­ing.

Coun­cil­lors dis­cussed these im­pacts ear­lier in De­cem­ber, and sub­ject to a res­o­lu­tion, will re­quire staff to ad­ver­tise that charges for gen­eral refuse at all Coun­cil trans­fer sta­tions/land­fills will in­crease from $140 per tonne to $170 per tonne, ef­fec­tive 1 Fe­bru­ary 2019.

The rec­om­mended in­crease will not im­pact re­cy­cling ser­vices, fees for green waste or fees for clean fill waste.

A fur­ther in­crease for gen­eral refuse is an­tic­i­pated fol­low­ing the com­ple­tion of Coun­ci­los 2019/20 An­nual Plan in June 2019. This is to en­sure that refuse is fully funded by user charges, as per the pric­ing strategy adopted in the 2018-2028 Long Term Plan. d d
