Following the 2016 elections, the clear message from the people of Central Hawke’s Bay was that a new approach to delivering value for the community was required. Since November 2016, the community and council has travelled a long way. In March 2017 the initiative called Project Thrive was launched, which established a new vision and future for Central Hawke’s Bay.
To bring Thrive alive, the council as an organisation has been through necessary change to deliver on the expectations of the community and to prepare for a Central Hawke’s Bay of the future.
Bringing Thrive alive is the responsibility of all of council — including its suppliers and contractors, whose staff numbers and spend far outweigh that of the overall council organisation.
With a strong focus on working together, thinking smarter and customer excellence — the basis of project Thrive, we have strengthened existing and formed new contract relationships, to deliver on our communities vision.
As one of the smallest councils in New Zealand, we have to think smarter and be more innovative to achieve the expectations our community, which are the same as other councils — albeit with much greater funding sources and more residents.
The procurement of our new contracts followed leading industry best practice, with the selection process identifying suppliers that can provide much more than just good operational service.
The new joint venture is as local as our incumbent contractor — also a national company, having local people delivering local services. A number of staff from the incumbent have transferred to the new joint venture, with other new local staff proud to now be able to secure work in their home district to make a difference for their community.
The council is proud to hold large strategic contracts with Downer, Higgins, Recreational Services, Veolia, Stantech and Smart Environmental, all working together to ensure best bang for buck. We all owe it to you — whether as employees of council or as contractors, to achieve value for money and the best outcome for Central Hawke’s Bay, and that is what we are focused on.
