Monique David­son, CHB Dis­trict Coun­cil CEO re­sponds:

Fol­low­ing the 2016 elec­tions, the clear mes­sage from the peo­ple of Cen­tral Hawke’s Bay was that a new ap­proach to de­liv­er­ing value for the com­mu­nity was re­quired. Since Novem­ber 2016, the com­mu­nity and coun­cil has trav­elled a long way. In March 2017 the ini­tia­tive called Pro­ject Thrive was launched, which es­tab­lished a new vi­sion and fu­ture for Cen­tral Hawke’s Bay.

To bring Thrive alive, the coun­cil as an or­gan­i­sa­tion has been through nec­es­sary change to de­liver on the ex­pec­ta­tions of the com­mu­nity and to pre­pare for a Cen­tral Hawke’s Bay of the fu­ture.

Bring­ing Thrive alive is the re­spon­si­bil­ity of all of coun­cil — in­clud­ing its sup­pli­ers and con­trac­tors, whose staff num­bers and spend far out­weigh that of the over­all coun­cil or­gan­i­sa­tion.

With a strong fo­cus on work­ing to­gether, think­ing smarter and cus­tomer ex­cel­lence — the ba­sis of pro­ject Thrive, we have strength­ened ex­ist­ing and formed new con­tract re­la­tion­ships, to de­liver on our com­mu­ni­ties vi­sion.

As one of the small­est coun­cils in New Zealand, we have to think smarter and be more in­no­va­tive to achieve the ex­pec­ta­tions our com­mu­nity, which are the same as other coun­cils — al­beit with much greater fund­ing sources and more res­i­dents.

The pro­cure­ment of our new con­tracts fol­lowed lead­ing in­dus­try best prac­tice, with the se­lec­tion process iden­ti­fy­ing sup­pli­ers that can pro­vide much more than just good op­er­a­tional ser­vice.

The new joint ven­ture is as lo­cal as our in­cum­bent con­trac­tor — also a na­tional com­pany, hav­ing lo­cal peo­ple de­liv­er­ing lo­cal ser­vices. A num­ber of staff from the in­cum­bent have trans­ferred to the new joint ven­ture, with other new lo­cal staff proud to now be able to se­cure work in their home dis­trict to make a dif­fer­ence for their com­mu­nity.

The coun­cil is proud to hold large strate­gic con­tracts with Downer, Hig­gins, Recre­ational Ser­vices, Ve­o­lia, Stan­tech and Smart En­vi­ron­men­tal, all work­ing to­gether to en­sure best bang for buck. We all owe it to you — whether as em­ploy­ees of coun­cil or as con­trac­tors, to achieve value for money and the best out­come for Cen­tral Hawke’s Bay, and that is what we are fo­cused on.
