Dog owners in northern Spain face fines of up to €500 (NZ$830) if they fail to take their pets for a walk at least twice a day. There will be even heavier fines for those found to have left their pets inside for more than 48 hours. The new legislation in the La Rioja region, south of the Basque country, also appears to ban hunting with dogs. Owners must also sterilise their dogs, unless they request an exemption, to improve the animals’ life expectancy and avoid unwanted pregnancies.
