New denucleari­sation offer

South Korea’s newpreside­nt says he will present ‘‘an audacious plan’’ to improve North Korea’s economy if it ends its nuclear weapons programme. Yoon Suk Yeol made the offer during a speech at his inaugurati­on ceremony in Seoul yesterday. Yoon had previously vowed a tougher stance on North Korea, which has rejected similar offers to provide incentives linked to progress in its denucleari­sation. The United States scheduled an emergency meeting of the United Nations Security Council yesterday following North Korea’s latest test of a ballistic missile at the weekend, which was likely fired from a submarine, as it presses for newsanctio­ns.
