New denuclearisation offer
South Korea’s newpresident says he will present ‘‘an audacious plan’’ to improve North Korea’s economy if it ends its nuclear weapons programme. Yoon Suk Yeol made the offer during a speech at his inauguration ceremony in Seoul yesterday. Yoon had previously vowed a tougher stance on North Korea, which has rejected similar offers to provide incentives linked to progress in its denuclearisation. The United States scheduled an emergency meeting of the United Nations Security Council yesterday following North Korea’s latest test of a ballistic missile at the weekend, which was likely fired from a submarine, as it presses for newsanctions.
