Stock in rivers

I HAVE just kayaked from Clyde to Balclutha, on the Clutha River. From roughly one hour on from Beaumont, I was astonished to see livestock — cows and sheep — in the river or on the river edge, on both sides, for most of the way to Balclutha. I thought we had stopped this practice? These were not isolated cases, but are regularly going on.
