In re­sponse to Ms Houl­brooke’s letter March 1) a tar­geted rate of any kind is an ad­mis­sion of fail­ure to con­trol the bud­get prop­erly. Why should we be ex­pected to stump up ex­tra cash for fa­cil­i­ties al­ready in­cluded within our ex­tortive rates bill? Rates are raised for a pur­pose – they are NOT a lo­cal tax­a­tion though they have been in­creas­ingly treated as such. Their pur­pose is sim­ple – in­fra­struc­ture for the lo­cal (ish)
