Who are the mystery men?

There's plenty of mystery in the latest photo from Western Bay of Plenty District Council's Community Archives team. The photo was taken in front of an accountant­s office and includes 14 distinguis­hed looking gentlemen from Te Puke. There is no indication of when the photo was taken or what the occasions was. The paucity of informatio­n extends to the names of the gentlemen. Fourth from the left is thought to be the business' owner, Horace Earp. Next to and on his left, is someone with the surname Cooney — possibly Hugh Owen, and seventh from the left is thought to be Tom Palmer.
