It doesn’t make sense

Has Wellington City Council gone completely mad? On Wednesday, the paper had front-page articles about a spot on the Wellington waterfront for an indoor arena and that Petone could be under water. If the water in the harbour rises and cannot drain, why will Petone be flooded and not the low-lying land around the inner harbour?
