Drones over airports

I’m puzzled that authorities need to use the Civil Aviation Act to prosecute these scoundrels using drones near airports. Under present law, the offence of careless use of a motor vehicle includes any vessel because the definition of a vehicle is defined that way. If that definition were expanded to include drones these miscreants might think twice, hopefully before there’s an accident.
