Different proposals for Hawke’s Bay local body reorganisation: A Better Hawke’s Bay: A united body of 16 councillors – six from Napier, six from Hastings, two from Wairoa and two from Central Hawke’s Bay. This would be supported by one elected mayor and five community boards. Hastings District Council: A unified authority with 18 councillors – six from Napier, six from Hastings, two from Wairoa, two from Central Hawke’s Bay, and two from central rural areas. This would be supported by one elected mayor and five community boards. Hawke’s Bay Regional Council: An East Coast regional body stretching from the northern boundary of Wairoa District Council to the southernmost tip of South Wairarapa District Council. Eleven councillors would cover 210,000 people. It would have one councillor from each of Masterton, South Wairarapa, Wairoa, Central Hawke’s Bay and Tararua district councils, and three from each of Napier and Hastings. It takes no view on the shape of territorial authorities within the proposed region. Dedicated and Democratic: A boundary between Hastings and Napier to run along the Tutaekuri River, with a new Napier district council extending west to the ranges and north to the boundary with Wairoa District Council. Napier’s area would become roughly 25 times larger, and Hastings would be halved. It wants to maintain the five councils and add an extra position in Napier. It does not state how many councillors should be appointed to other authorities in the region.
