Bring immigrants to Chch

Christchurch is one of the few cities in NZ that actually needs an influx of people to buy and rent homes, encourage businesses to expand and occupy some of the rapidly expanding empty commercial space around the city.

Is there a case for the majority of immigrants to commit to spending their first, say, three years in Christchurch?
