I believe the referendum decision was 48 per cent vs 52 per cent. Fascinatin­g; so a decision affecting the United Kingdom and Europe is determined by just 2 per cent of the population? (1.3 million of 65 million people plus that of continenta­l Europe.)

I would hardly have thought that 2 per cent of the population moving from one side to the other would constitute a mandate.
